SO MY QUESTION TO YOU IS: DO YOU THINK HIS ACTIONS HELP/HURT THE FIGHT

Yeah I had the same thought when it came to this scenario.
DeleteWhat exactly is going on In the second scenario? He he just providing a place and turning a blind eye to unprotected sex or is he operating in the same way a needle exchange program works. He provides the place but is able to give counseling, encourages condom use and a safer environment? Is he using the setting to reach men who he wouldn't be able to reach in the 1st scenario?
